He was born in 1962 in the Fuzuli district.

In 1984, he graduated from the Azerbaijan Institute of Architecture and Civil Engineering (Institute of Civil Engineers) with a degree in hydro-reclamation. He graduated from the Academy of Public Administration under the President of the Republic of Azerbaijan with a degree in Public and Municipal Administration. He graduated from the Azerbaijan State University of Economics with a Master's degree in Finance and Credit. 

He started his first career in 1984 as an engineer at the Ministry of Land Reclamation and Water Resources of the Republic of Azerbaijan. Until 2006, he was continuously engaged in professional activities in the field of land reclamation and water management for a long time, working in responsible positions as head of department and head of department. By Order of the Cabinet of Ministers of the Republic of Azerbaijan No. 190c dated July 7, 2006, in 2006, he was appointed Deputy Chairman of JSC "Melioration and Water Management of Azerbaijan" and held this position until 2024. From April 28, 2023 to June 25, 2024, he also served as Chairman of the Azerbaijan Land Reclamation and Water Management Company.

By Decree of the President of the Republic of Azerbaijan No. 2853 dated June 5, 2008, he was awarded the honorary title of "Honored Engineer" for his services to the development of land reclamation and water management in Azerbaijan.

By the Decree of the President of the Republic of Azerbaijan dated June 4, 2018, he was awarded the Order of Labor of the III degree for fruitful activities in the field of water management and land reclamation.

By the Decree of the President of the Republic of Azerbaijan dated June 5, 2024, he was awarded the Shohrat Order for fruitful activities in the field of water management and land reclamation.

Since 2024, he has been the head of the State Service for Supervision of the Use and Protection of Water Resources at the State Agency for Water Resources of Azerbaijan. He is an advisor to the Civil Service.

He is married and has two children.
